What is BDO?

Before understanding the full form of BDO, it is important to know what a block is. A block is an administrative division within a district, created mainly for development and governance purposes. A government officer called the BDO (Block Development Officer) manages each block.

This administrative structure is common in several South Asian countries such as India, Bangladesh, Bhutan, and Pakistan. A BDO is responsible for planning, implementing, and monitoring all development activities within their assigned block.

Planning Hierarchy under BDO

The planning structure in a district is generally divided into four levels:

• Tehsils (or Taluks)
• Blocks
• Gram Panchayats
• Villages

Each Tehsil may contain one or more blocks, and every block is a compact area for which a development plan is prepared and implemented by the BDO through the Gram Panchayats. For example, Muzaffarnagar District in Uttar Pradesh has 9 blocks.

Key Functions of a BDO

A BDO plays a central role in rural development and local governance. Major responsibilities include:

• Supervising and implementing development-related programs within the block.
• Storing and distributing agricultural supplies to farmers.
• Attending Gram Sabha and Panchayat Samiti meetings regularly.
• Disbursing funds from the Panchayat Samiti Fund in times of need.
• Monitoring and rectifying irregularities in Panchayat Samiti funds.
• Ensuring construction projects are completed on time, following all guidelines.
• Preparing the block’s annual budget and submitting progress reports to the Panchayat Samiti, Zila Parishad, and State Government.
• Issuing notices and convening meetings of the Panchayat Samiti and Standing Committees.
• Performing emergency duties during floods, fires, or epidemics within their jurisdiction.

Day-to-Day Work of a BDO

• Assisting in the execution of government plans and development programs.
• Overseeing agriculture, education, and allied services.
• Organizing cooperatives and auxiliary agencies.
• Conducting campaigns and awareness drives.
• Supporting production plans and related services.

BDO Salary

The average monthly salary of a BDO in India ranges from ₹9,300 to ₹34,800, along with grade pay and other government allowances based on state service rules.

Eligibility Criteria to Become a BDO

• The BDO post comes under the State Government, and recruitment is done by the State Public Service Commission (PSC) through a competitive exam.
• Educational Qualification: The candidate must be a graduate (Bachelor’s degree) in any stream — Arts, Commerce, or Science — from a recognized university or institution.
• Age Limit: 21 to 35 years. (Age relaxation applies for SC/ST/OBC and other reserved categories as per government norms.)

BDO Recruitment Exam Pattern

The selection process for BDO involves three stages. A candidate must qualify in all of them for final selection:

1. Preliminary Examination – Objective-type screening test.
2. Main Examination – Descriptive and detailed written test.
3. Interview/Personality Test – Final round to assess communication, leadership, and administrative skills.

After clearing all three stages, candidates are appointed as Block Development Officers in their respective state cadres.
